New Chair appointed to the BBC

The Queen has approved the appointment of Sir Michael Lyons Kt as Chair of the Trust of the British Broadcasting Corporation.

Michael Lyons has been Chairman of the English Cities Fund since 2002 and recently completed the ‘Lyons Inquiry’ into the functions and funding of local government. He was Deputy Chairman and Acting Chairman of the Audit Commission between 2003 and 2006 and was Professor of Public Policy at Birmingham University from 2001 to 2006. He was knighted in 2000 for services to Local Government after serving as the Chief Executive of Birmingham City Council from 1994 to 2001; Nottinghamshire County Council from 1990 to 1994; and Wolverhampton Borough Council from 1985 to 1990. He has also chaired or been a member of a number of public sector bodies and working groups.

Michael Lyons is Chairman of the City of Birmingham Symphony Orchestra and a Governor of the Royal Shakespeare Company. He was a non-executive director of Central Television Ltd from 2003 to 2006 and, until recently, was Chairman of the Regional Advisory Council for ITV.

Michael Lyons’ early career was as an economist in the public sector, and before that lecturing in Economics at the University of Nottingham and Wallbrook College London. He was an elected member (Labour) of Birmingham City Council from 1980 to 1983. Whilst completing his formal education, he worked for two years as a part-time street trader at Bell St Market in London.

Michael Lyons was educated at Stratford Grammar School (London), Middlesex University, and at Queen Mary College University of London. He is 57, married, with three grown-up children.

Michael Lyons is non-executive director of Mouchel Parkman plc, Wragge & Co, and SQW Ltd. He will divest himself of any other significant responsibilities or interests and declare all remaining interests in the BBC Trust’s register before taking up his appointment on 1 May 2007.

The appointment has been made in accordance with the OCPA Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. The appointee has carried out no political activity within the past five years.

The appointment is made for four years from 1 May 2007 to 30 April 2011. The post is remunerated at a level of £140,000 per annum, for a three to four day per week time commitment. The post is pensionable.

The BBC Trust is responsible for representing the interests of licence fee payers. It applies the principle of public value in holding to account the Executive Board, which is responsible for the day-to-day management of the BBC. The Trust also ensures that the BBC’s activities are not anti-competitive and are consistent with a vibrant and dynamic broadcasting market. The Secretary of State’s decision to overhaul the BBC’s governance system was part of the recent charter review, which saw an unprecedented level of public involvement in determining the future of the BBC. The new 10-year charter was sealed on 19 September 2006.
