The Queen has been pleased to approve that, under the Public Works Loan Act 1946, Lawrence Nippers MBE, Tony Caplin and Sarah Wood OBE be re-appointed as Commissioners for the Public Works Loan Board, each for a term of four years.
Biographical Notes
Lawrence Nippers has been a Commissioner of the PWLB since 1999. He was formerly Director of Finance at Newport City Council and a member of the Welsh Local Government Association, before his retirement. He has also sat on CIPFA’s Prudential Code Steering Group.
Tony Caplin has been a Commissioner of the PWLB since 2003. He is currently Chairman of Ealing Hospital NHS Trust and Non-Executive Director of Panmure Gordon plc and Hand Picked Hotels Ltd.
Sarah Wood has been a Commissioner of the PWLB since 2000. She is a former Director of Economic and Environmental Policy at the Local Government Association. In October 2007, she was appointed by the Improvement and Development Agency (IDeA) to head its work on third sector commissioning.
Notes for Editors
The Public Works Loan Board is responsible for administering Government loans to local authorities. Policy on lending to local authorities is determined by the Commissioners in consultation with HM Treasury, the Department for Communities and Local Government, the Scottish Executive and the Welsh Assembly.
