The Queen has been pleased to approve that, under the Public Works Loan Act 1946, Mr Anthony Loehnis CMG is to be re-appointed for a further term as a Commissioner and Chairman of the Board. Mr John Parkes CBE DL currently a Commissioner is to be appointed Deputy Chairman to the end of his current term following the retirement of Miss Vera di Palma. Mr David Midgley is to be re-appointed for a further term as a Commissioner and Mrs Phillipa Foster Back to be appointed a Commissioner to the Board.
The appointments of Mr Loehnis, Mr Midgley and Mrs Foster Back take effect from 1 April 2002 for a term of four years and Mr Parkes appointed as Deputy Chairman from 1 April 2002 until 31 March 2004.

The Public Works Loan Board is responsible for administering Government loans to local authorities. Policy on lending to local authorities is determined by the Commissioners in consultation with HM Treasury, the Scottish Executive and the Welsh Assembly. From 1st July the Public Works Loan Board was integrated with the UK Debt Management Office and moved to the DMO’s offices in the City.
Biographical Notes
Mr Loehnis is Director of St James’s Place Capital plc, a former Director of SG Warburg Group plc and a former Executive Director of the Bank of England.
Mr Midgley is the former Director of the North East Chamber of Commerce, a former Chief Executive of Newcastle Building Society and Vice Chair of the North East Regional Assembly.
Mr Parkes is the former Chief Executive of Humberside County Council and a former President of Society of County Treasurers, 1987-1988.
Mrs Foster Back is Group Treasurer of EMI Group plc (formerly Thorn EMI plc) and is currently President of The Association of Corporate Treasurers in the UK.
