New Permanent Secretary of the DTI

The Prime Minister, with the agreement of the Secretary of State for Trade and Industry, has approved the appointment of Mr Robin Young to succeed Sir Michael Scholar KCB, as the Permanent Secretary of the Department of Trade and Industry, who is retiring. Robin Young is currently Permanent Secretary of Department for Culture, Media and Sport.

Mr Young said of his appointment "I am delighted to have this opportunity to lead such an important and interesting department while, naturally, being sad to leave DCMS which I have enjoyed enormously. I look forward particularly to developing effective relationships with all sectors of business. To help in this I will be looking to increase the number of Non Executive Directors on the DTI Board and to find other ways of bringing further private sector experience into the department at a senior level".

Robin Young is aged 52 and is married with two stepchildren. He joined the Department of Environment in 1973 and in his early career he held various jobs concerned with new towns, local government finance and housing policy. In the mid 80s he was private secretary successively to three Secretaries of State for the Environment. He then headed Directorates covering Housing, Environmental Policy and Local Government Reform. In 1994 he became the first Regional Director of the Government Office for London, which included DTI responsibilities in London and liaison with the London Business Community. In 1998 he was appointed Permanent Secretary of DCMS where he has overseen the transformation of their sectoral and Lottery policies. Prior to that he was Head of the Economic and Domestic Affairs Secretariat in the Cabinet Office, co-ordinating Cabinet Committee business and advising the Prime Minister on the full range of economic and domestic issues. He is also the Civil Service Management Board champion for bringing on talent. Between 1989 and 1994 he was Non Executive Director on the Board of Bovis Construction Ltd. The steps which Robin Young will be taking to strengthen private sector experience in the DTI are part of the wider programme of Civil Service reform. Thirty-five per cent of vacant posts in the Senior Civil Service went out to open competition in the last full last year and nearly two-thirds were won by outsiders. There will be an open competition for the post of Permanent Secretary at DCMS.
