Assistant Surveillance Commissioners

The Prime Minister has approved the re-appointment from 1 May 2004 to 30 April 2007 of His Honour Viscount Colville of Culross QC, His Honour Colin Kolbert and His Honour John Jeremy Fordham as Assistant Surveillance Commissioners under the terms of Section 63 of the Regulation of Investigatory Powers Act 2000.

Section 63 of the Regulation of Investigatory Powers Act 2000 provides for the Prime Minister to appoint Assistant Surveillance Commissioners. Assistant Surveillance Commissioners assist the Chief Surveillance Commissioner in his oversight roles. These posts are an important part of the regulation of the authorities use of surveillance techniques to ensure that there is proper balance between the use of intrusive investigative methods and individual rights.

Biographical Notes

His Honour Viscount Colville of Culross QC (70) was educated at Rugby and New College, Oxford. He was called to the Bar (Lincoln’s Inn) in 1960. He served as a Minister of State at the Home Office from 1972 to 1974. He took Silk in 1978 and was appointed as a Recorder in 1990. He served as a Circuit Judge from 1993 until 1999. On 1 May 2001, the Prime Minister, on the advice of the Home Secretary, appointed him as an Assistant Surveillance Commissioner.

His Honour Colin Francis Kolbert (67) was educated at St Catherine’s College, Cambridge. He was called to the Bar (Lincoln’s Inn) in 1961 and served as a Recorder on the South Eastern Circuit from 1985 to 1988. From 1988 to 1995, he served as a Circuit Judge. On 1 May 2001, the Prime Minister, on the advice of the Home Secretary, appointed him as an Assistant Surveillance Commissioner.

His Honour (John) Jeremy Fordham (70) was educated at the University of New Zealand and called to the Bar (Inner Temple) in 1965. He served as Senior Magistrate in the Gilbert and Ellice Islands from 1965 to 1971. In 1986, he was appointed a Recorder. He served as a Circuit Judge from 1986 to 1998. Since 1999 he has been a part-time Legal Member of the Immigration Appeals Tribunal. On 1 May 2001, the Prime Minister, on the advice of the Home Secretary, appointed him as an Assistant Surveillance Commissioner.
